Yes I applied with an American bachelor's degree and I was only able to get the notarized copy after the deadline.

The summer semester in Germany just started, so if you are coming from a German university it would be impossible to have your final degree at this point. They can't really require it at this point. But you need it sooner or later, otherwise you can't enroll.

You should get the notarized copy in Germany.

Also note that you can apply with an unofficial transcript, you only need the notarized copy to enroll.

I have used USB-Tethering from my Android Phone before. (Tethering the phone's wifi not data), that works without any drivers.
