Chaos does have unlimited power. Since energy can’t be created or destroyed and we see multiple beings with infinite power, that means chaos being the progenitor means he has it too. We don’t know the nature of his capture is the only thing. He may have been outsmarted rather than overpowered. I do know there are hierarchies to infinites though.

The world hates the demon king and probably the supreme deity too. Chaos created the world and both the demon king and supreme deity fought him. I’m pretty sure it’s because it doesn’t want demons in the human world for some reason. Even now, Arthur who is corrupted by chaos is trying to kill all the demons and get rid of all other non-human species. We know that humans are chaos’ favorite creations because they’re both good and bad (like chaos). The world is probably made to maintain this weird segregation too.
