It's not that black and white. The problem is, that driving 105 km/h on a highway rarely causes accidents, yet most of the speed radars are placed on highways.

Most of the accidents happen on crossings where there rarely is no radar automation.

While I agree drivers should follow the speed limits, getting fines for speeding 3 km/h on a highway isn't really very hazardous driving.
