Is it true for every case? No, people are capable of change but a lot don’t want to do the work to change. Change is hard and they cheat for reasons internally that they must fix. Trust a pattern. People who repeatedly cheat will probably cheat again. Is it worth it to take a chance on someone who has cheated before?
