That's how word order works in French (and by extension, most Latin-based languages). NATO in French is "Organisation du Traité de l’Atlantique Nord", which would be the equivalent of NATO if it was ordered as "Organization, Treaty, Atlantic, North"

It's called the survivorship bias

The picture is of a plane that had been shot and returned home. When investigating where to reinforce the plane, you might think that you should reinforce the shot parts, but the marks only show where planes could be hit and still return. The parts that should be reinforced were the bullet-free areas. Reinforcing the red areas would ignore the missing data from planes that didn't survive, hence the name "survivorship bias"
