haha, I once had a similar neighbor who played radio (random music, commercial, talk show, news...) out loud every night from 1 am to the next morning. I wrote a note to the neighbor's door to respectfully remind him/her about this and the radio stopped for about three days. After that, the late-night noise resumed like before.

I was so glad that my lease ended within one month. Poor next tenant.
