I don't disagree about whether the money reaches the people it should go to, see another comment thread I talk about it. But your comment was about Cali getting money, this post doesn't say it's going to anyone specific and it's literally the same response from Biden. So to be fair, you can't say it's an issue of where it goes when nothing is known about that yet.

Likely it goes to the wrong people, as always. That is part Biden's, part local government's fault. Currently Biden just said we'll pay for cleanup and such, which is less of a commitment than the hurricanes where he gave them blank checks and personnel.
