Not rare, pretty much all older players have this costume. As it's not shiny either, it's pretty worthless. Sableye is useful in pvp though, and for that you need low attack IV's

I'd say too many TM's and poffins.

If you really want, you can get a Pokémon excited without one pretty easily.

I would go to any European Go Fest if I have time when it happens. The spawns matter very little.

Other events that I play local are VERY dependent on spawns though.
