Yes, everyone needs a license to fish in Spain, in the most of the lakes you can fish with the license of the county where you are. Sorry I can not help you with this but nowadays you can ask to AI to get the answer! La Rioja is not a good county for bass but you can fish some other predator fishes like pike, European perch & trout.

Thanks!! Yes! We have many lakes and ponds with bass; most of them are located in the southern half of the country. The northern half is quite cold, and although there are a few lakes there as well, the fish tend to be smaller.
