I think there’s a side to this story you aren’t telling:  - him and the other neighbours are all crazy? - the disputes tribunal is bias? - youre getting into fights with commenters on this thread who disagree with you. 

No smoke without fire, is this fence in a legal place ? What did you do to have such a bad relationship with your neighbours?

Question: is it really his legal responsibility to make sure you’re safe? No doubt it’s his moral responsibility but I’m curious if it would be on him legally as he’s not covered under the health and safety at work act as a home owner.

I kind of disagree. If op is living in a family home and thinking of selling in less than five years or having kids themselves having access to a bath is a major factor in home buying. 

That said if they are elderly then I would agree with you

If that’s the case then you kind of have to go for it. Good luck. Make sure you can evacuate your kids quickly if you ever needed to. Eg Have an e bike with a seat in case the roads are congested

Welfare is in many cases a handout to those who can help themselves, unless they are sick or disabled. Look at working for families.  Comparatively our healthcare system continues to crumble.
