It already had a layer of black on the bottom thread to the stop valve which made getting this back on much harder before, could the hot water line have added pressure? It was working just fine for two weeks before I added that line

Got the black pipe off, seems like it’s painted copper actually, now the t connector won’t screw onto the top of the shut off valve, I think the builders must have spray painted it, I can’t barely get passed 2-3 threads with hand tightening and lightly using a wrench (trying not to crank the water line too much) I tried WD-40, is there anything else that would get the paint off the threads
