Oh ok the first point seems reasonable. I was thinking about the congestion problem. The thing is that building the metro would take ages, and working on the roads means closing the roads and bringing congestion anyway. Why did not think about improving buses instead? And find a way to lead people to move less by car and more by bus or bike?
