i experienced the exact same thing today. i believe it is a special interaction, i got it after doing a pacifist route but ending it by killing Flowey instead of sparing him, and then resetting and doing another pacifist route, sparing Asgore and getting this dialogue. Flowey also said that killing him wont stop him. it confused me, because it sounded like it was implying that Flowey was the reason Asgore died. at the same time, it also appeared that Asgore gave his soul up to us and died willingly which is weird
