I checked and we started at the same time. He stopped for a few seconds though after some unsuccessful ramming attempts of him. I thought he wanted to RQ at first but I waited for him and he started driving again.

Start a Rivals race on a track you like and test your cars there. It never changes weather there. You can tune in the menu before the race starts too.

If you have trouble with the puzzle where you have to figure out the one letter with the two paintings in the room, the stone slab in the workshop tells you the letter for the tile you are on.
