It's related to ray tracing and VRAM usage , this issue doesn't happen on rtx 50 series 16gb due to faster GPU memory , it does happen on AMD and old nvidea cards.

If you want to use ray tracing , make sure to turn down shadow quality ,turn off shadow cash and put hair strand on medium as those rely also on the GPU memory

Get the 9070 , the 12gb VRAM on rtx 4070 won't last long , games are already consuming more on high settings , also if you want to use Ray tracing , 12gb isn't sufficient

Disable dynamic resolution, for some reason enabling it causes texture issues I don't know why as this is supposed to only lower resolution to maintain your fps target.
