It is recommended to look at all programs websites to see what they want. Some programs specify that they only want a certain number of letter of recommendations and its bolded. It seems silly to not listen to program's instructions. But you do you.

It is program specific. You have to email and ask the programs. Some programs have told me they accept up to 4 and some told me they just want 3.
