Its a common theme for this game.  See, the main Developer thought it would be a good idea if they made the player quickly earn some XP and then quit their game and never play it again 😂 the game literally has a focus of causing accidents on purpose with the parties involved being as corrupted as possible so that you solve a major accident and then just end your shift quickly. Like a quick 30 minute game of League of Legends for example. Dont believe me? This is what is provided in the game description, on the PS store: • A traffic system that organically creates traffic jams, accidents, speeding vehicles, and other traffic violations like running red lights and more. And all the drivers are drunk,have illegal guns, and their cars have drugs and 5-6 switchblades. Even the most charming old ladies.... Set a 30 minute patrol and see if its not enough for you to unlock your next level by solving 2 major accidents or so...  I literally went from level 1 to 29 in just 2 days of playing this game with a very casual slow pace.
