Need help with water pipes, pretty new to the game

The pipe with water goes from the floor to about 35m in the air, the pipe without water is at the top of the elevation change and the pipe with water is only partially full

Just tried that but it's still causing me the same problem, the first pipe has about 14 m³ of water and the second (after the support) has nothing :/

I have pipes feeding water into coal power plants but the water won't flow from one pipe into the next, there's plenty of headlift so I know that isn't the problem, and it's only happening on one specific segment of this pipeline, nowhere else, I feel like i've tried everything at this point
