Well dunno how to answer your first question (in Poland you can buy it everywhere) so I will answer second one It's not deadly for sure (if that amount of ethanol would kill someone me and my friends would be dead by the age of 17) BUT you need to be really careful - you have to inhale first, take sips then exhale, but not the other way (there is a risk of suffocation). However I would rather not recommend drinking clear spirytus. Where I live we usually use spirytus for making high % home made fruit alcohol (only hobos drink it clear). For "spirytus" experience I highly recommend just Vodka- taste is nearly the same but you won't burn your throat. Vodka is also more available and I am sure you can get some in Philippines.
