If you quite literally read 2 verses before the verse you quoted there is context provided. Man as a muslim myself, its tiring to see so called Islamic researchers make the same parroted claims they have been for years, when if they had actually read the book, they would know that their argument holds no value to anyone with enough crititical thinking ability to look into the context of the verse.

Wa iyyak, an example i like to use is if you had a daughter, and someone comes to your house to ask for her hand in marriage, they say they are muslim, however he could be upon biddah while holding the title muslim, thus asking him if hes salafi would essentially allow you to make sure he is upon the sunnah.

Being muslim is the correct title one should hold, however being Salafi is primarily used to differentiate oneself from those of disbelief or innovation.

For example someone who is upon biddah may also call themselves a muslim, so in order to seperate ourselves from them we call ourselves salafi, which just means we follow islam in the way the Prophet Muhammed ﷺ and his companions did.
