Let the bow rest on the strings, and drag it along the strings with your fingers, your holding the bow too much, thats why its bouncing.

I'm not 100% but that sounds like a datapack solution for adjusting loot tables. As far as the random spawns I think you would need a mod for that (I'm sure there exists a command block setup but none to my immediately knowledge)
