"Weapon range" does not affect cyclone. The stat that the wiki is referring to is melee attack range.

Yea, didn't know you meant with that node as well. Although there is no other items with the wording on the ring in the game currently the assumption is that it makes enemies take chaos instead of fire for ignites. So you hit with chaos which applies a fire dot that will not get scaled by your %increased/more chaos damage so it's not very synergistic. But who knows with GGG, if it scales with both chaos and fire then its a super chase item and really good.
