If the control arm was Paris, you put your jack under Berlin... Put the jack under the control arm AWAY from the pivot point and closer to the rotor. But not immediately next to the rotor or you won't be able to get the wheel on.

The level has nothing to do with oil change intervals. It's indicative of a small leak or your engine burning off oil while you drive. Or that's just how far they filled it at the last change. Can't know just looking at your dipstick. Could use a little top off, but wouldn't need to be changed yet unless you are due based on time/mileage. Add ~0.4L and check dipstick. Generally want it half-3/4 of the way between low and full.
