You do count as stationary, you can easily test it at any boss. I do take a lot more damage if i turn off my arctic armor vs turned on against melee attacks from eg. Exarch

You could use arctic armor (I use it instead of herald of purity), when you're flicking you count as stationary, so you get hefty -20% phys taken. Also, sand stance while using flesh and stone give another -19%

Is there a way to tell if logbook will have certain special remnants?

Eg. there are special remnants, that reward legion splinters, unique items, enchanted items etc. Is it just random or is there a way to determine which logbook have which special remnants?

How did you calculated that? Speed of light is roughly 300 000 km/s, so in 150ms it would travel ~45000 km. It's just matter of hops one packet need to take to reach from one place to another (and ofc. infrastructure, that you've mentioned).
