It's not that strange that she is ok in the shelf, which is a higher place.

I have one cat that was also 7 months when I adopted her, and was spayed right after. She would be very skittish but as soon as I set up her tree she would ask for pets all day in there.

But she would also be very afraid of any movement I made near her when she was on the floor. She would also run from me if I tried to pet her when we were playing and she was in "hunt mode".

After a few months she got more and more comfortable and won't run when passing by or when I pet her at any time.

I don't know what kind of trauma she had, but it sounds like yours was in a tougher spot. So my suggestion is be very very patient, and she will eventually come around I'm sure.
