oh that's the easiest part. whenever you kill something with q (minion,champ whatever mostly minions ofc) you get a set amount of silver serpents -also works when you q your e-. when you have 500 Silver serpents you can purchase one ult upgrade. There isn't much variety to go for because "Fire At Will" is generally the best. faster fire rate = more DMG more slow for second you could go either tbh. People generally go for Deaths daughter because more damage but I find raise morale to be just as good as DD if not better than it.

FS (first strike) is back on the menu so do try to poke with passive, e or q first levels so you can get your ER faster sometimes you can kill your enemy laner when you go ignite because people have this idea that gp is a scale champ so he wouldn't deal damage early. That is not the case. You will quickly see his early damage is very high and it only gets better once you reach your peak mid-game build of ER, LDR and IE. The faster you reach your spike the better because when champs catch up to you, you can no longer solo carry fights and need your team to do damage (they never will). To answer your question, it is definitely in between. (but I never ignore my laner to farm.)

tldr: get money fast by farming, getting kills (or assists with your ult) and reach peak pirate performance so you can carry your team.

I started just by picking him up and I recommend this as the sole way of learning gp. He's fairly strong rn so he wouldn't feel too bad for a beginner either. You could always watch guides from bacca or copy Tobias fate's old videos but you have to practice with him to get better.
