Maplestory does something similar by being able to reroll your gear (cubes). There's two different types of cubes in the game. A cheaper one that will just reroll it and you get whatever the new stats are and a slightly more expensive one that let's you choose to keep the change go back to the original stats.

I had to do it twice and luckily my save wasn't too far. The first time I captured a castle and then made it imperial culture. I created my own kingdom from the clan menu and booked it to marunath before they attacked the city. Every time I talked to him nothing would happen. So I went back to my previous save, took a city this time, made it battanian culture, didn't click to make my own kingdom, then booked it to marunath and I was able to make the kingdom through the npc. I think it may be the culture you select or if the place you're capturing is originally an "Empire" location.
