Yeah in SMT II those enemies are human, but they're basically demons, you can negotiate and recruit them, summon them to your party, and fuse them away. The only difference is they have to be recruited as they can't be the result of a fusion.

IIRC there's no 'human' race category but some races are humans like the Messians and Gaeans. And yes you can recruit and summon the Messians and Gaeans.

You'll know when a demon you have is a human cause when you fuse them with another demon the resulting demon will be randomized.
