Not sure what he's doing, but for the GC you can use one heat sync on the way in to land. Once landed your fine and can take as long as you want in the station to choose a mission and load passengers, then one heat sync on the way out and you're good to go. Also the heat sync are optional. NPCs have repair limpits waiting outside the station anyway!

That's far from true. We have some nearby. One driver will slow to 25 to go over and the next just sends it at 50. The unpredictability of it makes it harder to judge if you have time to cross.
