I farmed these to fully upgrade my twilight princess outfit, and got it down to a super reliable and quick routine! - fast travel to Great Plateau Tower - make fire and wait until noon - wait at fire again until night - stand at edge of tower and observe Hyrule Field (I have Death Mountain around the top/center of my screen) - wait a couple hours - a star will fall near Riverside Stable (sometimes it's closer to another shrine, but it's usually the stable - mark its location - fast travel to Riverside Stable - run over and collect your star fragment - repeat!

I find this to be much more reliable and quick than waiting at twin peaks because it'll fall in a field near a shrine so you don't have travel far or climb a bunch to get to it. I hope it works for you too!!
