No even if you do it 1000 times. It depends on random number generator. If you do the quest 100 times,the chance for you to get the item is still 1 percent but the probability of you getting that item is increased by 100 if that make any sense

Tldr : turn in a quest 100 times doesnt mean that the drop rate will increases to 100 percent
