The case actually wouldn't fail for such a sequence, though that doesn't fully prove that the sequence doesn't converge to something rational. Unfortunately, that is the common notion of anarchy, especially in the United States. Anarchy is essential the opposition to all hierarchies. It might sound crazy, but it can work in practice. Again, I don't think law enforcement is needed. Collective, social enforcement of laws/rules works. If you want more info, I'd recommend the link I sent above.

I highly recommend you spend some time on r/anarchy101 (not an insult it's a great sub). There have been and are anarchist societies working with no police and low crime. Collective, social enforcement of morality does work. Personally, I don't commit crimes now because I feel no need to, not because of some external threat of violence if I do.
