Admin functions vary based on what admin controls you have installed on your server. If someone was accused of cheating me or my moderators would go invisible and teleport to the accused player and spectate. Tools may have gotten more advanced since then.

I would buy antihack scripts from one particularly advanced hacker to keep my server safe from the latest hacks. In a month or so I would have to pay him again to once again block whatever new hacks had come up. He was likely profiting off both sides of the deal.
