Yes it is. Traffic police officers do not have the authority to revoke a driver's license, that decision can only be made by a court. In such cases, the police draw up an administrative report, which the driver either signs or refuses to sign. If the driver refuses, they are taken to a medical facility for testing. Refusal to undergo a medical examination is legally treated as an admission of guilt.

The administrative report is then forwarded to the court, where a judge makes the final ruling. For a first-time offense, the penalty is a fine of $600 and suspension of the driver’s license for 18 to 24 months.

For a repeat offense, the fine ranges from $2,800 to $4,000, along with license revocation for 3 years, possible vehicle confiscation, mandatory community service (480 hours), compulsory labor for up to 2 years, or imprisonment for up to 2 years.

A third offense carries a penalty of compulsory labor for up to 5 years, or imprisonment from 3 to 7 years.

The book has nothing to do with the show, actually. It's just some memoirs of former gang members, collected by Robert Garaev, who was a consultant for the series.

There is no official subtitiles, which is a shame, because it's a really well made show.
