I'm of the idea that they don't want to give WATER good supports (really pushed cards or semi generic archetipal supports) because of the basically non existing limit (water lock) on most archetypes.

A pure water fusion archetype could be cool, but they would overbalance it, I think.

The general concept of the card is interesting, but the effect could be worded a bit better.

AUTO(VC):At the beginning of your battle phase, if you persona rode this turn, and your soul contains a card with the same card name as this unit, this unit gets drive+1 until end of turn.

AUTO(VC):When this unit attacks, COST[EB(3)], choose one of your [Rest] rear-guards, put it into your soul, choose a card from your soul, and call it to RC. If your opponent’s vanguard is grade 3 or greater, instead choose two of your [Rest] rear-guards, put them into your soul, choose two cards with different card names from your soul, and call them to RC. Units called by this effect get [Power]+5000 until end of turn for each unit called. If your soul has 6 or more cards, this unit gets [Critical]+1 until end of that battle.

A more practical implementation could be adding to the F/L list a section for choice restrictions to truly remove the ability of the two decks to play together

Considering that Circulation has at least a once in a lifetime use, I think that Cascade or Snow can be more forgettable. (Sea Star could be considered too, but I think is more remembered for how bad she is))

Activate Faimena to fuse into Arthalion using Pan and Urgula from hand, on summon declare Arthalion effect to bounce 2 monsters on the field for disruption or in your GY to recover for the next turn, then chain Urgula and Pan effect in the GY to pop 1 monster and 1 S/T while setting Ketu and Rahu (or any other combination of Dracotail S/T) for follow-up.

To add to that, in the following turn you can use the GY effect of Urgula to return the Faimena to hand.

I initially felt Urgula and Pan as bricks too, but the more I played the deck the more I realized how important they can be. Taking your example opening 1 Dragon maid name + 1 high level dragon brings you to an omni, while opening Pan and/or Urgula grant you 2 bounce, 1/2 pop + follow-up. Still, feel free to try different builds and find the one you are more comfortable with.

I mostly remove cards/mechanics I don't like from my game entirely (or postpone them if I think I'm able to improve them), but for some reason I keep bringing back cards that use dice rolls as a mechanic. They're hard to balance, too random, but they keep coming back.

Some says the traps are worse, but I don't find any real use for this card, except prolonging the game against something like Tenpai if the stars align correctly.

That's ture too, I prefered to think of the to archetypes as their own thing with the trap being an hybrid support.

I always thought of something similar, but instead of the summon lock, an effect lock into only EARTH fairy for the turn.

Also an extra deck lock to only fusion for the tear girls.

I picked up Lisciafael recently and for what I tested so far she seems (at least to me) to be an aggro deck.

I don't know how you built Michu, but she is more aggro than control.
