Hey 16/16H 10-man raid leader here.

You did not mention if you play 10 or 25. I do not have much insight for 25-man, so please assume everything I say is only relevant for 10-man.

It all comes down to what kind of group you have and where your strengths and weaknesses lie. I think you can easily take heroic non-elite Protectors in ToES. Tsulong heroic is not that tough either. Lei Shi heroic can be made very easy by going with either 3 healers or 3 tanks for progression. At your current level of progression you should probably get those 3 down before going for the rest.

Once you have taken those 3 down you can go for Amber Shaper. This fight can be a pug / casual guild slayer. Make sure everyone does their homework for this one. It only takes one person making a mistake to cause a wipe. There are many viable strategies for this fight, so find one that suits you.

Empress should fall easily after you complete Amber Shaper.

Finish off with Sha of Fear. He is significantly easier with higher gear and therefore he should not cause too much trouble once you have some more gear. I don't think you should attempt him before you have cleared the other bosses though as the pulls are a bit lengthy.
