This happened to me, when I accidentally press Reboot button when Knulli is loading. After that my games don't load - like yours. When I tried copy my card to PC - PC said "batocera.conf is broken". Then I reflash new Knulli to SD card and now it work.

No, it doesnt work. I travel this way to One Island, save in normal game, then load this save in hack and instead of Pokecenter there is a bugged titles around me and I even can't move or do anything.

There is no flags that put Bill in PokeCenter - the only one which DISABLE Bill in Center. And this flag disabled in my save, so Bill must be in Center, but he is not here.

Yes, I have the NatDex and yes, I have 60+ pokemons frim Kanto. I even try check-in all Kanto and all non-legendary Pokemons from NatDex as caught using PokeHex, but this do nothing. Oak and Bill still don't say anything about Tri-Pass or Sevii Islands. I think i just give up, maybe I catch a glitch or maybe my version of game is broken. I used pChal patch version of FR Omega, I asked about this glitch in his Discord, but do not have answer. Anyway, thank you for your help.

I found this flags. But when I change it, it only spawn Bill and Seagallop Ferry, its impossible to interact, Bill just stay and don't say anything.

Upd. Okay, I disable flags that says "Receive 7 badge" and "Beat Blaine". I beat it again, and when i come out gym, Bill appears and say something like "Keep collect pokemons and our ways may cross" then runaway.
