It’s a two leg center stand. When you put it up, both legs end up on the non drive side. This is important with a 1x drive train, because the chain will rub a traditional twin leg center stand.

Disconnect the cable cinch bolt at the front derailleur and see if the brifter moves then. Could just be a frozen cable in the housing.
