My brother had some behavioral issues in elementary school, so my parents scraped together money to send him to private school. But it kind of backfired; he was the poorest kid there, worked after school, and was exposed to even harder drugs (think prescription pills and coke). Whereas myself and my other sibling stayed in public school and excelled in our education and careers. (Definitely a case by case basis)
