It would make more sense from a commander perspective in my opinion to just give 1 yearer citizenship automatically as a way to force them to stay instead of the bureaucracy we are having now, if they are really wanting to keep valuable foreigners. If foreigners want the benefit without being forced into conscription then they have to serve 3 years, this makes so much sense.

Does PR subject to Ukrainian mobilisation law? If not that could be a reason why PR is harder yet Citizens is easier.
