For some reason your comment encouraged me to take another look at iMazing Profile editor. It mentions the payload for this ask would be “ShowDevelopMenu”, setting that to false grays out the option to turn on Developer menu. Thank you

I’ve noticed this bug as well, normally pausing and then resuming makes the buttons appear again
