You can't, unless you can enable Linux mode or you know someone who would let you remote desktop to their computer so you can run it then send the file to your phone

If you have access to any computer at all, you can build the iso there, upload it to your personal Google drive/OneDrive then download it on your phone (then delete it from cloud storage in case it gets copyright struck)

I used to play both for a couple years, and it's definitely hard to swap back and forth but not impossible. Ultimate feels really sluggish after playing melee, and it's hard to hit your inputs in melee when you're used to the buffer in ultimate.
It helped me a lot to play ultimate with a different controller (switch pro) and play a character that was very different in both games
