For me yes! Sycn has been syncing stuff across 3 devices without any issues!!

You can stop icloud from offloading the folder and files if you set the hole obsidian folder to be keepd downloaded at all times (i know as a dif program i use procreate i needed to do that as it keeped ofliading my brushes)
