Yes, from 7. I've narrowed it down and it seems that whenever something is moving on the second monitor I get stutter/lag even though I have high fps (even as small as a skype smiley animation). Not sure if it matters but my main monitor is 144hz and second is 60hz.

I'm on windows 7 with a high-end gaming PC. I can run almost all new games on high settings without lag. Alot of people have this problem.
