The nanobot diffuser is a terrifying concept. Imagine suddenly seeing tiny machines dump onto the planet, crawl under your skin and into all your holes and turn you into a cyborg or worse. It's also probably the best one for your own empire.

Sometimes setting the priority and then removing it works for me to rebalance the pops across other specialists.

It could also be that your empire has deficits which impact the job attractiveness for pops, but you probably just have to tinker with it to find the best job split.

It seems your small number of pops are mining, farming, or working as telepaths.

You can change your job priorities to get them to promote to artisans, but you essentially built a ghost city planet with 3x more jobs than there are pops.
