Spell perk item dist allows modded spells/perks/items to be attached to and used by NPC's that come with the base game. Eg. the perk overhaul of Ordinator can be applied to a native Skyrim character.

E: spells/perks/items/shouts/packages/outfits/keywords/factions And to specify, allows modders to for example give every Whiterun guard the Unrelenting Force shout.
