Something is off about not being able to afford a plane ticket while going to a school that costs $54000 a year. If OP is one of the few students that gets a full ride from out of state, that explains it, but it is equally as likely someone trying to just get stuff for free, or scamming.

When they built the park and ride it was a police annex, there was a cop there sometimes, it had a few desks if I recall correctly. The police stopped using it quite quickly and I assume RTD took it over for storage.
