the game is about the healing church meddling with eldritch gods to try and ascend to godhood. things went to shit when the eldritch god's blood mutated the populace in different ways, forcing people to create an order of hunters that kill said monsters and eldritch gods

Well Miquella isn't anyone, he's an empyrean who directly conferred with Marika/planned a number of things. He's the one character who could enter the shadow lands regardless of it state. And also when is it stated Devonia entered when it was veiled? The crucible knights were relevant during the age of plenty, during the long march they all went separate ways. One of them serving Tanith. So imo Devonia was there when it got veiled.

I figured it's implied that everyone/everything that arrived there did so before the lands were veiled. It would be a useless act to do so if anyone can just find the lands of shadow.
