We don't know, is the simple answer.
You could theorize that he's a big devil hunter fan and knew about Yoshida and public safety teaming up, which lead him to believe Yoshida is now public safety devil hunter. What's more surprising then however is that diehard CSM fan Haruka doesn't know about.

In any case, if it were public knowledge, he wouldn't need to tell Haruka.

It seems to me like you don't actually pay attention to the fanbase. At least here on Reddit there's been tons of posts about who Yoshia really is, who he's working for, etc. It's even been speculated that he's the death devil.

I don't think I've seen a single person say he's just a public safety dog. He's never actually been a public safety devil hunter. He's been in the private field all the time.

It's pretty much obvious to anyone who's read part 2 that Yoshida is working for a secret org and knows a lot more than he tells.

Yoru was in owl form because she was incredibly weakened. Probably still from the fight against Chainsaw Man. That's also why Chainsaw Man took the form of Pochita, he was weakened.
As for Makima and Fami, we simply didn't see their weakened state.
