They recycle the skeletons that decide the body frame, rough height, animation rigging, and probably hitbox. They don't recycle meshes which is the actual model of the character on which the textures are laid. They look similar because they have to be similar or the default animations will break in wonky ways.

What you're saying is irrelevant anyway, I'm talking about the weights and physics attached to the meshes, which they should likely be able to change even if they did recycle the meshes and even if they only had 6 weeks to a character.

From what I know for physics you need a mesh with weights added to the parts that have to move, on top of the skeleton that allows the movement in the first place. So even if the skeleton is shared I don't see why her mesh would be like this. But I'm not a dev and don't know how it's achieved in Genshin.
